Montenegro duty free fuel for yachts is back in 2025
The Montenegro government has decided to reinstate the excise duty exemption for yacht fuel. Everything you need to know about it.
As we kick off 2025, we’re greeted with fantastic news from Montenegro! The Ministry of Finance has announced the restoration of privileges for foreign yacht owners by removing the excise duty on fuel, which has been in place since 2022. According to the current Minister of Finance, Novica Vukovic, this measure is expected to promote nautical tourism in the country. The excise duty on fuel ranges from 33 to 44 cents per liter, meaning yacht owners will benefit from significantly lower fuel costs compared to local citizens.
How Will It Work?
The regulation has been published on the government website and will take effect once it appears in the Official Gazette. The Ministry of Finance has specified that the exemption applies only if private vessels remain in Montenegro's waters for at least 72 hours from the day after their arrival. Following refueling, vessels must exit Montenegro's territorial waters but are allowed to return later. This regulation will remain in place until Montenegro joins the European Union, as outlined in Article 218 of the Customs Law.
